Tbilisi (GBC) - The selection process for the Governing Board, the highest authority of the Pension Fund of Georgia, has concluded. The selection commission has identified the top eight candidates, including three foreign nationals and five Georgian representatives.
As a result of the amendments made to the Law of Georgia “On Cumulative Pension” in June 2024, the highest governing body of the Pension Fund was established - the Governing Board, which replaced the previously existing Investment and Supervisory Councils. The resolution of the Government of Georgia determined the number of members of the Governing Board of the Pension Fund, the rules and procedures for selecting professional members, additional criteria for their education, work experience, and other requirements.
The selection process for the Governing Board members was launched in December 2024, with competition details also shared on multiple international platforms. A selection commission—comprising representatives from the Government of Georgia, the Parliament of Georgia, and several independent members—oversaw the selection of professional candidates.
Approximately 100 Georgian and foreign candidates participated in the selection process for the Governing Board. Of these, 38 advanced to the next stage, and the final decision was made. The following members were appointed for a three-year term: Michael Ridley, Jean-Frédéric Paulsen, Frédéric Artesani, Levan Shavkatsishvili, and Grigory Morchiladze. Additionally, Teona Guntsadze, Tamar Tkeshelashvili, and Giorgi Maisuradze were selected for a two-year term.
Notably, two of the selected candidates, Michael Ridley and Jean-Frédéric Paulsen, previously served as members of the Investment Board.
Frédéric Artesani – With over 40 years of experience in the financial sector, including asset management, Mr. Frédéric Artesan has held key leadership roles in pension fund governance. From 2005 to 2010, he served as Chief Investment Officer of the Pension Scheme for the Spanish oil company CEPSA (CEPSA Fondo de Pensiones) in Madrid. Between 2010 and 2023, he was a member of the Governing Board and Chairman of the Investment Committee of the Kosovo Pension Savings Trust (KPST). Mr. Artesan holds a Master's degree in Economics from the University of Oxford and has also pursued studies at the Universities of London and Madrid.
Michael Ridley – With over 40 years of experience in investment banking across London and the United States, Mr. Michael Ridley has held prominent leadership roles, including serving as Vice Chairman at J.P. Morgan. During his tenure at J.P. Morgan, he held senior positions in fixed income and structured finance products. Previously, he was a Managing Director at Salomon Brothers, where he led the fixed income practice. Currently, he serves as an advisor to the Icelandic Minister of Finance, providing expertise on banking system structure and the Icelandic Sovereign Wealth Fund. Mr. Ridley holds an MA in Classics, Philosophy, and Ancient History from Trinity College, Oxford.
Jean-Frédéric Paulsen – Since July 2023, Mr. Paulsen has served as CEO of the pharmaceutical company Ferring Ventures SA. He joined Ferring in 2020 and became a member of its Board of Directors in July 2021. In addition to his corporate leadership, he has been Chairman of the Supervisory Board of the International School of Economics at Tbilisi State University since 2015. From 2017 to 2019, he acted as Senior Advisor to the Minister of Economy and Sustainable Development of Georgia on various strategic matters. Mr. Paulsen holds a Master’s degree in Finance and Accounting from the London School of Economics (LSE).
Georgian Members of the Board of Directors:
Giorgi Maisuradze – Since 2022, Mr. Giorgi Maisuradze has served as Chairman of the Board of Directors of IDS Borjomi International. He is also the Honorary Consul at the Embassy of the Republic of Armenia in Georgia and the Director of the Logistics and B2B Sales Department at LUKOIL Georgia. Previously, he was a member of the Supervisory Board of YTONG CAUCASUS in Tbilisi and has held roles in various Georgian and international banks and financial institutions. Mr. Maisuradze holds a Master of Business Administration from Manchester Business School and a Bachelor of Business Administration with a specialization in Finance from Caucasus Business School.
Levan Shavkatsishvili - boasts over 20 years of experience in the financial sector. Between 2010 and 2017, he served as Vice President of Structured Finance at Citibank’s London office, focusing on the Europe, Middle East, and North Africa regions from 2012. From 2018 to 2023, he led the Corporate Clients Service Division at TBC Bank, before transitioning to the role of Executive Director and Senior Advisor at Galt & Taggart, a prominent investment bank, from 2023 to 2024. Levan earned his Master’s degree from Manchester Business School in the UK in 2010. In 2023, he furthered his expertise by completing the Stanford Executive Program at Stanford University’s Business School in California.
Grigory Morchiladze - brings over 30 years of experience in financial services, investment management, and economic development. He currently serves as Director at Foresight Investment Group, a licensed asset management company. His expertise spans asset management, risk assessment, and strategic investment decision-making. Mr. Morchiladze has also served as an advisor to the Minister of Economy and Sustainable Development of Georgia and was a member of the Industrial Development Group of Georgia. Throughout his career, he has held senior positions in Georgian financial institutions and the real estate sector. Grigory completed his higher education at the Faculty of Economic Engineering at Tbilisi State University.
Teona Guntsadze - has 25 years of experience in the financial sector, with 20 of those years in senior leadership roles. For the past 15 years, she has served as Head of Wealth Management Operations at the Bank of Georgia. Additionally, Ms. Guntsadze has expertise in working with brokerage firms and depositories. Between 2007 and 2008, she held the position of Deputy General Director for Operations at Galt & Taggart. Teona earned her Bachelor's degree in Economics from Ivane Javakhishvili Tbilisi State University and her Master of Business Administration with a focus on Financial Management from the European School of Management ESM-Tbilisi.
Tamar Tkeshelashvili - served as the First Deputy Minister of Justice of Georgia from 2021 to 2024. She has held key roles, including Parliamentary Secretary and Legal Advisor to the President of Georgia. Tamar was also a member of the working groups of the Investors Council under the Prime Minister and served as a partner at the law firm MKD from 2015 to 2019. Additionally, she has experience as Head of the Legal Department at Energotrans LLC. With extensive experience in private sector relations, Tamar has provided legal support for major investment projects. She holds a Master of Laws degree from Ivane Javakhishvili Tbilisi State University.
