By sector, residential construction costs edged up 0.8 per cent month-on-month, representing a modest 0.7 per cent increase on the year.By contrast, non-residential construction costs saw a sharp increase, surging 5.9 per cent from August and 10.2 per cent compared with September 2025. The civil engineering index also expanded, climbing 2.3 per cent month-on-month and 9.4 per cent year-on-year.Geostat noted that the 2.3 per cent monthly uptick was primarily driven by a 7.3 per cent surge in average monthly nominal wages across the sector, which added 1.45 percentage points to the overall index.“Compared with the same month of the previous year, the Construction Cost Index grew by 6.0 per cent,” Geostat detailed in its report. “This annual growth was largely spurred by a 25.9 per cent rise in transport, fuel, and electricity expenses, alongside a 5.4 per cent increase in average monthly nominal wages for hired workers, contributing 2.99 and 1.75 percentage points to the overall change, respectively. Specifically, the index for the current business situation stood at 29.7 points, while the index for expectations over the next six months reached 68.6 points. Consequently, the transaction is not expected to alter the market’s Herfindahl-Hirschman Index (HHI). Furthermore, solar power plant construction accounted for a negligible share of LLC “Peri”’s aggregate service volume in Georgia in 2025. In view of these findings, the Agency concluded that a more detailed assessment of this market was unnecessary.Regarding the construction of hydroelectric power plants, the overall market volume reached GEL 596,476,037 in 2025, with an HHI of 525.8, indicating a low-concentration market structure. The Agency's evaluation confirmed that the concentration results in no change to the market structureRegarding the market for the construction of residential and non-residential buildings, 286 undertakings operated in the sector in 2025. Total market volume amounted to GEL 3,521,049,167, with an HHI of 938.85, reflecting a moderately concentrated market. The Agency confirmed that the proposed transaction will not alter the market structure or competitive dynamics.On the basis of this analysis, the Agency concluded that the concentration does not significantly affect competition in the relevant markets and is compatible with the competitive environment.FYI: In accordance with Georgian legislation, concentration is subject to notification to the Agency if the aggregate (total) joint income of its participants on the territory of Georgia, exceeds 20 million GEL and the joint income of at least two persons participating in the concentration exceeds 5 million GEL for the previous financial year. In case of bypassing the Competition Agency subject to the mandatory notification, before the Agency reviews the notification or despite the negative conclusion, the person with the obligation to submit the notification shall be fined.In 2026, the GCCA approved a total of 13 concentrations.

For violations of AML/CFT (Anti-Money Laundering/Combating the Financing of Terrorism) legislation, the largest fine - 98,000 GEL - was imposed on "Moneto Change" LLC (owned by Ana Gegelia), which failed to record 14 transactions in the electronic system.The violations and misconduct by the other five entities ("Pagaa," "Moneta," "Tetri," "Lobzhanidze," and "Mariamidze") are nearly identical. The regulator accuses these market participants of violating rules concerning monitoring, record-keeping, and reporting.In most cases, transactions at these currency exchange points were not archived or entered into the electronic system. Furthermore, services were repeatedly provided without proper verification.This year, the NBG has announced sanctions against approximately 70 currency exchange booths. Some of these entities are now forced to exit the market or downsize their networks.Currently, there are 671 such points remaining in the market (compared to 720 previously).
